Don't feel too bad - I drink continually and live near several bars and I've only ever seen two topless women outside of my building, one of whom I knew. I think the real trick is to encounter wmoen who have been drinking and to have a topless female companion yell, "Hey, show us your tits!", although I am extrapolating this from a limited pool of experiences; your milage may vary.

Here by following a few links, her because I got to know her fiance, and they lived in my building. This all transpired in the proverbial "day", naturally. Nothing so esciting going on herabouts now...
