Would it really be so hard to put Bush and Kerry in a similar free-form situation, unlike the "dual press conference"-style offerings we've had of late?
No, it wouldn't be hard, but it would cause them to think, and it's against the rules and rules of the organization that they made up. (not to mention that the cantidates are still writing their own rules)
