Democrats and Republicans are already marginal. Republicans have lost their last Senator, although there are still a few stragglers in the House.
If abstinence-only education became an issue before the Supreme Court, I'm fairly sure it would win, five-to-four, just like the 2000 election. I'm certain it will in the future, because Rehnquist (one of the Court's last Republicans) won't live four years. Once Bush makes Scalia Chief Justice and appoints John Ashcroft to the vacancy (why do you think he resigned) the Court's a done deal.
