I ask myself "Do I really care who knows this? Does it really matter?" if not, then it's public.
If I want some people to see it, but not just any shmoe, I make it friends-level, or perhaps restrict it to a certain group of friends (You need lj_win32 to do this, and I highly recommend using that client)
Elsewise, I make it Private if it's something cool that I want to be able to read myself later.
As for people we interact with, then it's like a question of if they'd mind you talking about the event in questoin freely with other people. And posting your thoughts about them, well, they're your thoughts, but use some disgression.
